U.S. Navy

iBASEt personnel supports the US Navy at SPAWAR at San Diego for BRAC functions, aviation logistics, aviation supply, and aviation fiscal support. In support of multiple DoD weapons test and training programs, iBASEt has created the capability to design, develop and fabricate surrogate foreign military hardware systems. iBASEt provides complete exercise support and test and evaluation support to ranges and test facilities.

iBASEt also provides pastoral care support to include Casualty Assistance Calls Officer (CACO) support, consultation, counseling, training and spiritual care.

 

Naval Sea Logistics Center (NSLC)

iBASEt provides services at NAVSEALOGCEN Detachment Fairfield located in Fairfield, California.

 

USAFRICOM

iBASEt’s Intelligence Planners, Strategic Effects Analysts and Intelligence Resource Managers were and continue to be instrumental in dealing with the creation of the US Africa Command.

Our Planners were the principal contract support selected for participation in the initial discussions and in the staffing of all documents between the Combatant Commands, Joint Staff and Office of the Secretary of Defense. Team members attended all VTCs with the Intelligence Community (IC) and all conferences, and briefed senior leadership. Our Specialists were instrumental in the development and approval of the transition plan, including the shifting of resources, responsibilities and mission set transfer.

iBASEt’s Resource Planners developed options and courses of action for approval of the Africa Command cell at USCENTCOM and its command and control. Current actions and activities remaining with iBASEt’s Central Command team include all seam issues between the Commands, the daily intelligence activities (including ISR) and high profile activity (including counter-piracy operations).

 

USCENTCOM

JICCENT Operations Division
iBASEt provides intelligence and operational support to the Director of Operations, Joint Intelligence Center, Central Command (JICCENT). Responsibilities include reviewing intelligence reports and briefing JICCENT, providing support to analysts, acting as lead for all detainee and enemy combatant issues and for human intelligence coordination, working manpower issues, ensuring analysts have required automated support, supporting the production manager, and coordinating intelligence operations.

JICCENT Requirements Division
iBASEt provides JICCENT leadership with requirements analysis and recommendations for all unfunded requests throughout the Directorate. Our personnel research funding sources and work to appropriate funds for unfunded requests that have been approved by the J2 Resources and Requirements Division. iBASEt assists with the validation of existing contracts and requirements that are requested for renewal, and provides input to Commander, JICCENT on necessary changes to the Statement of Work (SOW). Analysts coordinate with the J2 Reserve Management Office (RMO) on current and outstanding Reserve support requirements. iBASEt personnel research, author, validate and defend Combatant Commander’s Integrated Priority List (IPL) and associated Joint Requirements Oversight Council (JROC) items, including interface with other Combatant Commands, the Services, Joint Staff and Office of the Secretary of Defense.

Central Asia Analysis - Afghanistan / Pakistan
iBASEt analysts coordinate and develop timely, strategic and operational intelligence assessments for Afghanistan and Pakistan in support of the Intelligence Community and Commander, USCENTCOM. They provide in-depth, all-source analysis on governance, politics, security and insurgent activity in Afghanistan, Pakistan and surrounding Central Asian states. Daily activities include production of commander daily updates, cables, summary intelligence reports and other JOAS intelligence information papers. Our analysts also collaborate with parallel U.S. intelligence agencies and allied foreign partner agencies to provide operational and strategic intelligence support to on-going operations in Afghanistan, Pakistan and the Central Asian states. Our contractors provide forward-deployed analytical support to various U.S. and coalition elements in Afghanistan on a two- and four-month deployment rotation throughout the year.

Regional Issues Analysis-WMD
iBASEt analysts provide in-depth all-source analyses on regional, state-operated Weapons of Mass Destruction (WMD) programs. The act as the CENTCOM representatives to the Intelligence Community Quarterly Working Group of specific Iran-centric issues to coordinate efforts and ensure that CENTCOM requirements are being observed and met. iBASEt analysts also participate in Operational Planning Team sessions to identify and analyze pertinent intelligence, as well as to spearhead indications and warning procedures for JICCENT departments monitoring Iran.

Information Operations (IO) Targeting
iBASEt analysts “find, fix and finish” individuals, facilities and information operations as set forth by the DoD and the Commander, USCENTCOM. iBASEt analysts also serve as Target/IO Target representatives at various conferences and meetings, including the USSOCOM conferences on Global Synchronization, the weekly Feasibility and Capability Assessments Team (FCAT) and Joint Target Working Group (JTWG) meetings, the bi-weekly Joint Targeting Coordination Board (JTCB) meetings, and as CENTCOM representatives at the Joint Forces Component Command-Network Warfare cyber JTCB meetings. Our Analysts have prepared IO options for non-kinetic targets, supervised construction of non-kinetic IO electronic target folders as IO Targeting Team Chiefs, and served as Alternate RFI Manager for JOT.

Intelligence, Surveillance and Reconnaissance (ISR) Division
The ISR Division exercises Collection Management Authority (CMA) and Signals Intelligence Operational Tasking Authority (SOTA) on behalf of the Director of Intelligence. The Collection Manager provides transparency into the ISR requirements and priority process via the theater Joint Collection Management Board (JCMB). The Division keeps the J2 informed on all aspects of the collection cycle, including:

  • Requirements management;
  • Asset management and synchronization while ensuring component commands, Joint Task Forces and supporting national agency intelligence requirements are recorded, validated, prioritized and allocated for collection in accordance with Command, United States Central Command guidance and priorities;
  • Development of policy and guidance for implementation of all-source collection management plans while maintaining metrics to assess the efficiency and effectiveness of collection; and
  • Maintenance of close coordination with senior Collection Managers at the National Geospatial Intelligence Agency (NGA), the National Security Agency (NSA), the Defense Intelligence Agency (DIA) and the Central Intelligence Agency (CIA).

    USSTRATCOM

    Global Innovation and Strategic Center
    The USAMS II Indefinite Delivery / Indefinite Quantity (IDIQ) contract vehicle allows for the provision of a full range of Advisory and Assistance Services (A&AS) support services to USSTRATCOM, the Defense Technical Information Center (DTIC) and the Air Force Weather Agency (AFWA). The scope of this contract includes coverage of all missions and requirements of USSTRATCOM, and support will be provided to the mission areas of full-spectrum global strike; space operations; computer network operations; DoD information operations; strategic warning; integrated missile defense; global Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR); nuclear deterrence; and deterring and defending against the proliferation of weapons of mass destruction.

    iBASEt personnel leverage a full spectrum of traditional and non-traditional resources, provide recommendations and documentation updates, develop diverse courses of action, and interact at the highest levels of the DoD and across the Interagency. Our support to GISC covers a wide variety of service options, including:

  • Expert analytical efforts,
  • Development and sustainment of solutions,
  • Addressing the Command's toughest problems across their space, and
  • Assisting in the Cyberspace and Strategic Deterrence Operations areas.

    USTRANSCOM

    Joint Intelligence Operations Center for Transportation (JIOC TRANS)
    iBASEt Cyber Intelligence Analysts support USTRANSCOM/J2’s Computer Network Defense Functional Manager (CND FM) in its JIOC TRANS cyber mission by preparing in-depth analyses of computer network attack and data exfiltration conducted by hostile entities that may have the potential to impact USTRANSCOM Operations. These analysts also identify intelligence gaps in reporting, submit standing and ad hoc collection requirements to fill those gaps, and regularly attend Intelligence Community meetings focused on technical cyber threats and issues.

    iBASEt analysts (IAW USTRANSCOM’s Priority Intelligence Requirements) maintain situational awareness of hostile computer network operations, and maintain an understanding of the current vulnerabilities, response and mitigation strategies used in cyber security operations. They also help to identify cyber threats, and analyze adversary COAs and their probable capabilities. Our experts fuse and analyze technical, social, economic and political information to identify the need for specific proactive and reactive measures; produce accurate and timely assessments and warnings; and maintain an awareness of current adversary tactics, techniques and procedures (TTPs).

    Furthermore, analysts maintain technical knowledge of the established transportation intelligence methodologies to identify tactics in preparation for potential threats; draft all-source intelligence products with specific emphasis on potential cyber tactics, techniques and enemy procedures for conducting these attacks; and produce reports and briefs to provide an accurate depiction of the current threat landscape and associated risks to the Global Information Grid (GIG).

    iBASEt analysts write concise analytical products in intelligence or operational support environments, including developing briefings, conducting analyses and writing summaries/reports.
